The presentation is designed to provide the financial advisor with an understanding of the Deficit Reduction Act of 2005 as it relates to the expansion of Long-Term Care Partnerships and Medicaid.

Deficit Reduction Act of 2005

Overview: The Deficit Reduction Act of 2005 (DRA ‘05) was signed by the President in February 2006. The federal government estimates that the Medicaid provisions of the DRA ‘05 will reduce federal spending by $6.9 billion over the next five years. The Medicaid provisions of the DRA make significant changes in a number of areas.

Through the DRA ‘05, the Congress has made significant changes to the rules that states must follow in extending eligibility for Medicaid; it has altered the role of Medicaid as the primary long-term care provider with the expectation to shift long term care expenses to private long-term care insurance. The changes represent an effort to limit the federal and state financial obligation. How effective the states are in limiting public financing of long-term services for low-income Americans has not been determined.
